How to make a cool picture

 

Step 1:  Pick out a good picture that you like. And use ctrl J to copy the layer.

 Step 2:  Add cool brush effects that go with your picture on the new layer.

 

Step 3:  Add color to the background and use other brush effects to make it even better.
